Tom Church is the Cabinet Secretary for the New Mexico Department of Transportation. As a career department employee, he has served as Quality Program coordinator, Deputy Director of Administrative Services, Chief of Staff, and Deputy Secretary of Business Operations. Church oversees the State Road Fund which includes the revenue and expenditure of $880 million annually. The agency consists of 2,500 employees including six districts and 85 patrol offices that oversee 30,000 lane miles of state highways as well as numerous public transportation programs. Goals for the agency include customer service, accountability of resources, transparency in operations, and preserving the transportation infrastructure with limited resources.

As founder and CEO of Future iQ, David is an expert in creating future planning approaches for use in regional, industry and organizational settings. He has pioneered the application of scenario planning with regions, regional industries and corporations around the world. David created the Future Game, a widely used planning and workshop tool that has been used in over 500 workshops across 10 countries. David has led global projects across 4 continents and has written and contributed to a number of foresight papers. Having worked in the field of organizational and regional economic and community planning for over 20 years, his work has won numerous awards. David has a major role in Future iQ’ projects as lead consultant and director of projects.
